In a subsequent advisory, however, the Labor Secretary ordered the deferment of the payment of holiday pay and exempted certain companies by reason of the lockdown (added: ECQ effectively <strong>extended<\/strong> to 30 April 2020, per <a href=\"https:\/\/pnl-law.com\/blog\/extension-of-enhanced-community-quarantine-in-luzon-until-30-april-2020-full-text-of-oes-memorandum\/\">Memorandum dated 7 April 2020<\/a>; further <a href=\"https:\/\/pnl-law.com\/blog\/extension-of-enhanced-community-quarantine-ecq-1-15-may-2020-coverage-and-guidelines\/\">extended to May 15<\/a> for high-risk areas). The complete text of Labor Advisory No. 13-A is reproduced below.]<\/p>\n\n\n\n<!--more-->\n\n\n\n<h6 class=\"has-text-align-center wp-block-heading\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/h6>\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\">LABOR ADVISORY NO. 13-A (series of 2020)<\/h4>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">DEFERMENT OF PAYMENT OF HOLIDAY PAY FOR THE APRIL 2020 HOLIDAYS<\/h2>\n\n\n\n<p>In view of the existence of a national emergency arising from the Coronavirus Disease 2019 (COVID-19) situation, and pursuant to Articles 5 of the Labor Code, as amended, in relation to <a href=\"https:\/\/pnl-law.com\/blog\/double-holiday-araw-ng-kagitingan-on-april-9-good-friday-on-april-10-and-special-nonworking-day-on-april-11-labor-advisory-no-13\/\">Labor Advisory No. 13, Series of 2020<\/a>, this advisory is hereby issued for the guidance of all concerned:<\/p>\n\n\n\n<p>On account of the existence of a national emergency as aforementioned, employers are allowed to defer payment of holiday pay on April 9, 10 and 11, 2020, as may be applicable, pursuant to <a href=\"https:\/\/pnl-law.com\/blog\/double-holiday-araw-ng-kagitingan-on-april-9-good-friday-on-april-10-and-special-nonworking-day-on-april-11-labor-advisory-no-13\/\">Labor Advisory No. 13<\/a>, Series of 2020, until such time that the present emergency situation has been abated and the normal operations of the establishment is in place.&nbsp;<\/p>\n\n\n\n<p>Establishments that have totally closed or ceased operation during the enhanced community quarantine period are exempt from the payment of the holiday pay under <a href=\"https:\/\/pnl-law.com\/blog\/double-holiday-araw-ng-kagitingan-on-april-9-good-friday-on-april-10-and-special-nonworking-day-on-april-11-labor-advisory-no-13\/\">Labor Advisory No. 13<\/a>, Series of 2020.<\/p>\n\n\n\n<p>Be guided accordingly.&nbsp;<\/p>\n\n\n\n<p>SILVESTRE H.
