{"id":3953,"date":"2020-04-04T18:35:51","date_gmt":"2020-04-04T10:35:51","guid":{"rendered":"https:\/\/pnl-law.com\/blog\/?p=3953"},"modified":"2020-05-23T23:14:04","modified_gmt":"2020-05-23T15:14:04","slug":"social-amelioration-cards-sac-for-the-covid-19-community-quarantine-programs","status":"publish","type":"post","link":"https:\/\/pnl-law.com\/blog\/social-amelioration-cards-sac-for-the-covid-19-community-quarantine-programs\/","title":{"rendered":"Social Amelioration Cards (SAC) for the COVID-19 Community Quarantine Programs"},"content":{"rendered":"\n<p>The government has rolled out Social Amelioration Programs to mitigate the socio-economic impact of the Coronavirus Disease 2019 (COVID-19) health crisis. At the heart of the operationalization of these programs, particularly the cash distribution, is the Social Amelioration Card (SAC).<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The SAC is a form, distributed at the barangay level, that captures the family profile which will be the mechanism for the affected families to access the social amelioration programs of the government.&nbsp;[See <a href=\"https:\/\/pnl-law.com\/blog\/emergency-subsidy-program-esp-during-the-community-quarantine\/\">P5,000 to P8,000 Emergency Subsidy Program (ESP) during the Community Quarantine<\/a>]<\/p>\n\n\n\n<p>The <span style=\"text-decoration: underline;\">Punong Barangays shall prepare a list<\/span> of beneficiaries (see <a href=\"https:\/\/pnl-law.com\/blog\/target-beneficiaries-of-the-government-social-amelioration-program-for-covid-19\/\">Target Beneficiaries<\/a> and <a href=\"https:\/\/pnl-law.com\/blog\/documentary-requirements-to-avail-of-government-social-amelioration-programs\/\">Documentary Requirements<\/a>). The list is submitted to the Department of Social Welfare and Development (DSWD), although the Joint Memorandum Circular does not specify if the submission is on a per town or per province basis, or through the Department of Interior and Local Government (DILG). The Joint Memorandum Circular, however, provides that there is a common database through the DILG coordination.\u00a0<\/p>\n\n\n\n<p>[See also: <a href=\"https:\/\/pnl-law.com\/blog\/contact-details-for-complaints-in-execution-of-social-amelioration-programs\/\">Contact Details for Complaints in Execution of Social Amelioration Programs<\/a>]<\/p>\n\n\n\n<p>The <span style=\"text-decoration: underline;\">DSWD shall issue the SACs<\/span>, pursuant to its existing rules and regulations, to the identified beneficiaries. The SAC shall be distributed applying the following tiers or priority parameters, as applicable:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>a) Barangays under <strong>Extreme<\/strong> Enhanced Community Quarantine&nbsp;<\/li><li>b) <strong>Rural<\/strong> Barangays under Enhanced Community Quarantine&nbsp;<\/li><li>c) <strong>Barangays<\/strong> under Enhanced Community Quarantine&nbsp;<\/li><li>d) Rural Barangays under Community Quarantine (this appears to refer to <a href=\"https:\/\/pnl-law.com\/blog\/social-distancing-measures-and-guidelines-for-management-of-coronavirus-disease-2019-covid-19-memorandum-from-the-executive-secretary\/\">General Community Quarantine<\/a>)&nbsp;<\/li><\/ul>\n\n\n\n<p>Between tiers, the poorer barangay as identified by the Local Chief Executive shall be given priority.
