It is addressed to the general public AND the local police force to avoid confusion as to implementation. It is clear, concise and very helpful. Hopefully other local government units (LGUs) have a similar directive to its local enforcers, consistent with the <a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Revised Omnibus Guidelines<\/a> issued by the IATF, particularly the portion on <a href=\"https:\/\/pnl-law.com\/blog\/rules-on-interzonal-and-intrazonal-travel-ecq-mecq-gcq-mgcq-no-quarantine\/\">interzonal travel<\/a>. The full text of the QC Memorandum is reproduced below.]<\/p>\n\n\n\n<!--more-->\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>MEMORANDUM<\/strong>&nbsp;<\/p>\n\n\n\n<p><strong>FOR<\/strong> : The General Public, Quezon City Police District<\/p>\n\n\n\n<p><strong>RE<\/strong> :&nbsp;Travel Pass Guidelines for Quezon City During MECQ&nbsp;<\/p>\n\n\n\n<p><strong>DATE<\/strong> : 18 May 2020<\/p>\n\n\n\n<p><strong>1. When A Travel Pass is NOT Required<\/strong>. A travel pass is&nbsp;not&nbsp;required to enter, leave or travel within Quezon City for the following reasons:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>a<\/strong>.&nbsp;<strong>Going to work<\/strong>. Only a&nbsp;Company ID&nbsp;is needed. If you have no Company ID (e.g., self-employed), use your Barangay Quarantine Pass.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>b<\/strong>.&nbsp;<strong>Delivery<\/strong>. Delivery, courier, or cargo services of&nbsp;any kind&nbsp;do not need a travel pass.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>c<\/strong>.&nbsp;<strong>Re-opening of QC Business<\/strong>. No pass or certification is needed to re- open your Quezon City business, as long as you are in the list of permitted establishments under the Hon. Mayor\u2019s MECQ Guidelines dated May 15, 2020 (e.g., essential businesses, and general non-leisure commercial activity. Schools, leisure, personal care and amusement remain closed). Just present your&nbsp;QC Business Permit&nbsp;if proof is requested.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>d. COVID-19 Responders or APOR<\/strong>. You may present any health worker or medical ID or any national government-issued pass such as the IATF Authorized Person Outside Residence (APOR) ID.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>2. When Needed<\/strong>. You may need a travel pass if you want to leave Quezon City for another local government unit (LGU) for&nbsp;indispensable or emergency purposes, and the LGU requires you to present a travel pass; or if you want to enter Quezon City for a reason other than those listed above.<\/p>\n\n\n\n<script async=\"\" src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js\"><\/script>\n<ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-1132067212867085\" data-ad-slot=\"2973721232\"><\/ins>\n<script>\n     (adsbygoogle = window.adsbygoogle || []).push({});\n<\/script>\n\n\n\n<p><strong>3. Apply through Email<\/strong>.&nbsp;We highly encourage you to submit your travel pass application through&nbsp;email&nbsp;at the following address:&nbsp;travelpass@quezoncity.gov.ph.&nbsp;You can attach scanned copies or photographs of any supporting documents. Just give your&nbsp;contact number&nbsp;in the email and we will notify you when your pass is ready for pickup. You do&nbsp;not&nbsp;have to pick up your pass in person. You can send a representative or use any private on-demand delivery service to pick it up.&nbsp;<\/p>\n\n\n\n<p><strong>4. Requirements<\/strong>.&nbsp;Submit a request letter,&nbsp;preferably by email, to the Office of the City Administrator, Quezon City with the following information:&nbsp;<\/p>\n\n\n\n<p><strong>Information Required&nbsp;<\/strong><strong><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li>Contact Number&nbsp;<\/li><li>Place of Destination&nbsp;<\/li><li>Place of Origin&nbsp;<\/li><li>Date of Travel&nbsp;<\/li><li>Reason for Travel&nbsp;<\/li><li>Vehicle Model\/License No.&nbsp;<\/li><li>Driver\u2019s Name&nbsp;<\/li><li>Passenger\/s Name&nbsp;<\/li><\/ol>\n\n\n\n<p><strong>Supporting Documents.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>a.&nbsp;Government-Issued Photo-Bearing ID of Requester&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>b.&nbsp;Health Clearance from a medical doctor<br \/>The City may request other requirements based on any applicable national government guidelines.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>5. Special Restrictions<\/strong>. The City may withhold travel passes for high-risk persons (children, elderly, etc.) not travelling for indispensable reasons, or for those in special concern lockdown or extreme quarantine areas.&nbsp;<\/p>\n\n\n\n<p><strong>6. Processing Time<\/strong>.
