The existing quarantine classification for all areas in the Philippines is either General Community Quarantine (GCQ) or Modified General Quarantine (MGCQ). Here are the rules governing MASS gatherings in both GCQ or MGCQ:<\/p>\n\n\n\n<!--more-->\n\n\n\n<div class=\"wp-block-image is-style-rounded\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"835\" height=\"626\" src=\"https:\/\/pnl-law.com\/blog\/wp-content\/uploads\/2020\/06\/Rules-on-Mass-Gatherings-durng-GCQ-MGCQ-in-the-Philippines.png\" alt=\"Rules on Mass Gatherings in GCQ and MGCQ areas\" class=\"wp-image-7988\"\/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">IN QCQ AREAS<\/h2>\n\n\n\n<p>Preliminarily, the movement of all persons in areas placed under GCQ is limited to accessing essential goods and services, and for work in the offices or industries permitted to operate [Revised\u00a0<a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Omnibus Guidelines<\/a>, Sec. 4(2)]. Any person below 21 years old, those who are 60 years old and above, those with immunodeficiency, comorbidities, or other health risks, and pregnant women, including any person who resides with the aforementioned, are required to remain in their residences at all times except when indispensable under the circumstances for obtaining essential goods and services or for work in permitted industries and offices [Revised\u00a0<a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Omnibus Guidelines<\/a>, Sec. 4(3)].<\/p>\n\n\n\n<p><strong>Mass gatherings<\/strong>&nbsp;include&nbsp;movie screenings, concerts, sporting events, and other entertainment activities. As a general rule, mass gatherings are&nbsp;<strong>NOT<\/strong>&nbsp;<strong>allowed<\/strong>, subject to the following exceptions:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Gatherings that are for the provision of <strong>critical government services<\/strong> and authorized humanitarian activities while adhering to the prescribed minimum health standards.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Religious gatherings<\/strong> are not encouraged and shall be limited to not more than 10 persons\u00a0[Revised\u00a0<a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Omnibus Guidelines<\/a>, Sec. 4(12)]. A <strong>civil wedding<\/strong>, which is not strictly a religious gathering, is allowed with a maximum of 5 participants. <\/li><\/ul>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">IN MGCQ AREAS<\/h2>\n\n\n\n<p>The original rule was that all persons are allowed outside their residence.\u00a0This was reserved by IATF Resolution No. 43 dated 3 June 2020. The rule is now the same as MCQ:\u00a0movement of all persons in areas placed under MGCQ is limited to accessing essential goods and services, for work in the offices or industries permitted to operate [Revised\u00a0<a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Omnibus Guidelines<\/a>, Sec. 5(2)].<\/p>\n\n\n\n<p><strong>Mass\u00a0gatherings<\/strong> (such as but not limited to, movie screenings, concerts, sporting events, and other entertainment activities,\u00a0religious services and work conferences)\u00a0are\u00a0<strong>allowed<\/strong>\u00a0provided that participants are limited to\u00a0<strong>50%<\/strong>\u00a0of the venue or sitting capacity [Revised\u00a0<a href=\"https:\/\/pnl-law.com\/blog\/updated-omnibus-guidelines-on-the-implementation-of-community-quarantine-in-the-philippines\/\">Omnibus Guidelines<\/a>, Sec. 5(5)].<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There are specific rules for various activities, depending on the quarantine classification of an area.
