Extension of Enhanced Community Quarantine (1-15 May 2020): Coverage and Guidelines

The Enhanced Community Quarantine (ECQ) has been extended until 15 May 2020 (see update under Executive Order No. 112 issued on 30 April 2020). The ECQ was previously scheduled to last only until 30 April 2020. Based on the recommendations of the Inter-Agency Task Force for Emerging Infectious Diseases (IATF), there will be a further evaluation if the ECQ can be relaxed starting 16 May 2020. The IATF  recommended the continuation of the current ECQ over high-risk areas until 15 May 2020. For moderate and low risk areas, a General Community Quarantine (GCQ) will be imposed starting May 1. Per the PCOO on 24 April 2020, the President approved the IATF recommendation to place the following areas under ECQ or GCQ, as the case may be:

It appears that the IATF recommendation, as approved by the President, supersedes the issuances/guidelines issued by Local Government Units (LGUs). We hope the IATF releases the full text of its resolutions. The official covid-19 website, to date, is stuck at IATF Resolution No. 18. The full text will help to lessen misinterpretation and confusion.

Malls will be allowed to open in GCQ areas, but only for the following non-leisure shops:

  • Supermarkets
  • Drugstores
  • Banks
  • Laundry Service
  • Restaurants for takeout or delivery only
  • Hardware

In addition to the limitation on shops allowed to open, the following guidelines must also be followed for entrance in malls:

  • Age 21 to 59, with ID and not looking sickly
  • Mandatory temperature check
  • Mandatory wearing of face masks
  • Mandatory alcohol use
  • Limited number of people inside the mall

A minimum health standard shall be implemented by April 27. The following agencies are tasked to prepare the guidelines by April 25: Department of Health (DOH), Department of Transportation (DoTr), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), and Department of Public Works and Highways (DPWH).
