Survival and Recovery (SURE) Assistance for Marginalized, Small Farmers and Fishers during Community Quarantine

The Survival and Recovery (SURE) Assistance Program for Marginalized, Small Farmers and Fishers is a zero percent interest (0%) rate loan assistance amounting to Twenty-Five Thousand Pesos (PhP 25,000) to be given to eligible borrowers affected by the Enhanced Community Quarantine, to be validated by Department of Agriculture (DA) Regional Field Offices and Local Government Units (LGUs). This is one of the social amelioration programs (see List of Social Amelioration Programs), per Joint Memorandum Circular No. 1, designed to mitigate the socio-economic impact of the Coronavirus Disease 2019 (COVID-19) health crisis during the Enhanced Community Quarantine, pursuant to the Bayanihan to Heal as One Act (Republic Act No. 11469) and its Implementing Directives.

Expanded and Enhanced Pantawid Pamilyang Pilipino Program (4Ps) during the COVID-19 Community Quarantine

The social amelioration programs of the government (see List of Social Amelioration Programs) are consolidated under Joint Memorandum Circular No. 1, issued pursuant to the Bayanihan to Heal as One Act (Republic Act No. 11469) and its Implementing Directives. Suspension of Rents and Loan Payments During the Covid-19 Lockdown

To help address the national crisis brought about by the Coronavirus Disease 2019 (COVID-19), Congress granted temporary emergency powers to the President, through the “Bayanihan to Heal As One Act” (Republic Act No. 11469). This law already took effect but not self-executory, which is why on 28 March 2020, the President, through the Executive Secretary, issued a directive to implement the emergency powers. Among the matters covered by the temporary emergency powers is the suspension of rent and loan payments.

Implementing the Bayanihan to Heal As One Act (Republic Act No. 11469): Full Text of the Memorandum from the Executive Secretary

[The “Bayanihan to Heal As One Act” (Republic Act No. 11469), already effective after having been published in the Manila Bulletin on 25 March 2020, granted temporary emergency powers to the President to help address the national emergency brought about by the Coronavirus Disease 2019 (COVID-19). The emergency powers provided in R.A. 11469 are not self-executory, but require the directive of the President. Criminal Cases Against LGUs Turning Away Cargoes, Blocking Roads

There are reports that some Local Government Units (LGUs) have been intercepting cargoes, including those delivery food and medical products, and stopping them from entering or passing through their respective territories. Even when these trucks are allowed to pass through, it takes forever to reach their destination because of the endless number of checkpoints and the varying policies implemented in each checkpoint. Worse, there may be instances when roads are blocked and rendered impassable.
