P15,000 Livelihood Assistance Grants (LAG) during the Community Quarantine due to COVID-19

The Livelihood Assistance Grants (LAG) is the financial assistance granted to qualified Sustainable Livelihood Program (SLP) beneficiaries whose livelihoods were affected by the declaration of community quarantine. The SLP, on the other hand, is the capability-building program for the poor, vulnerable and marginalized families and communities to help improve their socio-economic conditions through accessing and acquiring necessary assets to engage in and maintain thriving livelihoods. The SLP is one of the core programs of the Department of Social Welfare and Development (DSWD) providing livelihood assistance during natural or human-induced disasters. 

The LAG is provided in Joint Memorandum Circular No. 1, which was issued by various government agencies to provide for social amelioration programs (see List of Social Amelioration Programs) intended to mitigate the socio-economic impact of the COVID-19 health crisis. This is pursuant to the Bayanihan to Heal as One Act (Republic Act No. 11469) and its Implementing Directives

The LAG aims to assist the SLP beneficiaries’ recovery from economic losses and can be used as a seed capital to start-up new or enhance existing feasible and viable micro-enterprises, purchase inputs or starter kits needed for the identified micro-enterprise and/or for employment-related activities such as, but not limited to, transportation / fare expenses. 

The LAG will only be provided to SLP beneficiary families having at least one (1) member who is a worker in the informal sector, and is displaced by reason of the declaration. The family must be in the masterlist endorsed by the LGU to the DSWD Field Office (FO) and its eligibility for LAG shall be subject to the assessment of the DSWD staff. The maximum amount of LAG per eligible family shall not exceed Fifteen Thousand Pesos (PhP 15,000). A family shall be qualified to avail the assistance only once, regardless of the number of family members belonging to the identified sectors. 

Release of Assistance

The LAG will be in the form of financial assistance which may be released to the beneficiary either in cash or individual check. The beneficiary shall undergo the processes required by the SLP for the release of LAG, in accordance with the existing guidelines of the SLP. 

Distribution Scheme 

Families assessed to be qualified recipients of LAG shall be provided with the grant as soon as the declaration of public health emergency or community quarantine, whichever comes first, is lifted. However, in case proper authorities require, the DSWD may distribute the LAG to the beneficiaries during the quarantine period. 

The LAG shall be directly released to the recipients through cash pay-out by the Special Disbursing Officers (SDOs) designated by the DSWD CO or FO. The release of LAG can be through house-to-house or on a designated site of pay-out, or through any mode that is most convenient and safe for both the SDOs and the beneficiaries. 

Nothing in the provisions of these guidelines shall limit the DSWD from resorting to Section 872 of the General Appropriations Act of 2020 to further effectuate the provisions hereof.

    Akopo HND po ako naka tanggap ng first wave ng SAP social ameleration progmam my mga anak PA ako at isa po akong OFW Na repatration at ang asawa ko wala trAbaho dahil tinanggal SA work niya ngun lock Down Na HND nya alam ang dahilan sanapo mabigyan ako ngun khit second wave lang kasipo walang wala kami.

    “P15,000 Livelihood Assistance Grants (LAG) during the Community Quarantine due to COVID-19” is really a GREAT hand to everyone who is NEED-SEED CAPITAL Recovery etc., Sadly to say NO updates NO News NO Advises whatsoever. And even our very own Regional Field Officers didn’t KNOW that there is a (LAG) Livelihood Assistance Grants, when I inquire it to them. Even tried to e-mail DSWD bout it, but till now there’s NO RESPONSE, Hoping things might change for the better good. More Power & God Bless

      Hi Russelle. Unfortunately, we are also looking for enough information on the matter. We can’t get an answer which benefits are lumped together, which ones are not, the details on others. For one reason or another, there’s a lot of holes in the implementation. Perhaps there will be more clarity in the coming days. Good luck.

    Paano po maaavail ung 15000 ng dswd,,ito po b ay huhulug hulugan ang byad o libre pong ibibigay sa mga apektado ng pandemic,gusto ko po kc mag avail para po sa mliit kong tindhan n nung lockdown po at nwalan ng trbho c mister ay dto lng po kmi umasa ng ikbubuhay sa 5 kong anak

    Hi, i just read the news regarding this Lag program of the dswd. Im hoping i can also avail it, as indicated small business that didnt operate since the quarantine has been imposed since march 15 2020.Until today we havent operate yet. And i just hope you can trully help us small business to give us something to start from this pandemic. May we know how can we avail this. Thank you and Godbless.

    sana po mapili nyo ang aming pamilya sa 15,000 Lag assistance sa pasimula po ng pang kabuhayan hanngang sa ngayon wala pa rin po trabaho ang aking asawa ngtatrabaho sa isang mall sa maynila may dalawa po kmi anak malaking tulong po para po maka recover kmi sanhi ng lockdown..salamat po

    May I ask how to avail of the LAG? I am a freelance dance trainer teaching elementary students. Ever since the quarantine i have had no source of income since children are not allowed to go out and gather. I have a breatfeeding daughter and a son and my partner is stay at home because of our child.

Kindly pls help & need your financial assistance from your good office so that can start to recover & open my small store sadly to say since ECQ lackdown until now we’re closed shutdown due to this pandemic that we’re facing pandemic so it’s hard in our situation now we’re having bigger amount to settle in utilities, space rental plus tution fee for my son in college just to finísh his studies & so how can we survive eh no work no pay & beside no source of income at all know & believe God uses you as an instrument to help us to recover & start, stablish a good business otherwise, to overcome this pandemic! looking forward to your soonest positive response & highly appreciated your true kindness!     Good pm. Batangas is now working on with this LAG, barangay were asked to submit list of beneficiaries in their area. As part of the barangay unit, we prioritize those who lost their job like the STL agent since STL is no longer available so that we could help them start up a new sari sari store that could help them with their everyday living. Sadly, the municipal examiner told that they are not qualified because according to them, only those with existing business are qualified. BUT, as what i’ve read, those who are displaced in their work are qualified to this program. Can you please elaborate to me the program. Am I wrong that we choose those who have lost their jobs to be beneficiaries of this program?

Gusto Sana malaman kung paano po makapag avail ng LAG gusto ko po sana malaman ang requirements para po sana sa nanay ko na senior na at hindi napo nakapag work mula ng pandemic at hindi rin po sya Naka kuha ng ayuda mula sa SAP malaking tulong po yan para sa pag tinda tinda ni nanay pang panimula narin po salamat!
