P5,000 to P8,000 Emergency Subsidy Program (ESP) during the Community Quarantine

The Emergency Subsidy Program (ESP) is a social amelioration program to provide cash or non-cash subsidy to eighteen (18) million household beneficiaries, as defined in the Joint Memorandum Circular No. 1, in the amount of at least Five Thousand Pesos (PhP 5,000) to a maximum of Eight Thousand Pesos (PhP 8,000) per month for two (2) months, for basic food, medicine, and toiletries. This is pursuant to the Bayanihan to Heal as One Act (Republic Act No. 11469) and its Implementing Directives. The various social amelioration programs of the government are intended to mitigate the socio-economic impact of the Coronavirus Disease 2019 (COVID-19) health crisis during the Community Quarantine.

The financial assistance, which may be in cash or in kind, is limited to target beneficiaries (see Target Beneficiaries and Social Amelioration Cards). The food and non-food items shall be given priority. The following table gives the subsidy amount for each household in the region of residence, computed as a proportion to the respective regional minimum wage rates: 

  • NCR – P8,0000 subsidy amount in pesos per month (per household)
  • CAR – P5,500
  • Region 1 – P5,500
  • Region 2 – P5,500
  • Region 3 – P6,500
  • Region 4A – P6,500
  • Region 4B – P5,000
  • Region 5 – P5,000
  • Region 6 – P6,000
  • Region 7 – P6,000
  • Region 8 – P5,000
  • Region 9 – P5,000
  • Region 10 – P6,000
  • Region 11 – P6,000
  • Region 12 – P5,000
  • CARAGA – P5,000
  • ARMM – P5,000

The ESP shall be provided by the national government, through various National and Local Government social amelioration programs, computed based on the prevailing regional minimum wage rates, and taking into account the subsidy amount given under the DSWD’s Conditional Cash Transfer (CCT) program and the rice subsidy program, estimated at an average of PhP 2,150 per month per family. In this regard, the National Government will augment the CCT and rice subsidy in order to reach the applicable emergency subsidy amount. 

In accordance with Republic Act No. 11469, the ESP shall be implemented for two (2) months covering the months of April and May, 2020. The Emergency Subsidy shall be distributed through any of the programs (see Social Amelioration Programs) so long as the total amount from various social amelioration programs does not exceed the prescribed thresholds as defined in the Joint Memorandum Circular No. 1.

    ask ko lang po..
    we have 2 senior citizen sa aming bahay then they have 8 grand children staying at them. then they have 2 child abroad but hindi nka padala dahil. lockdown then sa country nila. qualified po ba cila maka avail ng social amelioration program
    then our brgy. secretary skip our home from list.
