The Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Program (TUPAD) is one of the programs of the Department of Labor and Employment (DOLE) which aims to contribute to poverty reduction and inclusive growth. It is a community-based (municipality/barangay) package of assistance that provides temporary wage employment for the displaced workers, unemployed and self-employed workers. (Added: This is now part of the social amelioration programs under the Joint Memorandum Circular No. 1; see List of Social Amelioration Programs).
The #Barangay Ko, Bahay Ko (TUPAD #BKBK), on the other hand, was implemented by the DOLE to mitigate the impact of the Corona Virus Disease 2019 (Covid-19) to the livelihoods/business and workers sector, pursuant to Proclamation Nos. 922 and 929, declaring a State of Public Health Emergency and State of Calamity throughout the Philippines due to Covid-19.
Qualified Beneficiaries
The qualified beneficiaries are the underemployed, self-employed and displaced marginalized workers who have lost their livelihood or whose earnings were affected due to the Enhanced Community Quarantine against COVID-19. However, pursuant to Joint Memorandum No. 1, the following are no longer eligible to avail of the assistance under the program:
- a) Those who have availed of the P5,000 one-time cash assistance through the DOLE CAMP; [See 5,000 Pesos Assistance for Workers under the COVID-19 Adjustment Measures Program (CAMP)]
- b) Those who are under the expanded and enhanced Pantawid Pamilyang Pilipino Program; [See Expanded and Enhanced Pantawid Pamilyang Pilipino Program (4Ps) during the COVID-19 Community Quarantine]
- c) Those who have already received cash assistance through the Department of Social Welfare and Development (DSWD) Assistance to Individuals in Crisis Situation (AICS); [See P3,000/5,000 Assistance to Individuals in Crisis Situation (AICS), Burial Assistance during the COVID-19 Crisis] or,
- d) Rice farmers who have already received cash assistance from the DA. [See Survival and Recovery (SURE) Assistance for Marginalized, Small Farmers and Fishers during Community Quarantine]
The beneficiaries who received cash and non-cash assistance from the Local Government Unit and/or NGAs may still qualify to avail of the TUPAD #BKBK program provided that the combined amount from the LGU, other NGAs and DOLE shall not exceed the emergency subsidy specified under Section 4 (c) of RA 11469. Requirements
The program is implemented through an Accredited Co-Partner (ACP). The ACP, on the other hand, must prepare and submit the required documents, including an application form and a detailed TUPAD Project Proposal and Work Program, indicating an equity equivalent to at least 20% of the total project cost in the form of equipment, tools and jigs.
Duration of Work
Qualified beneficiaries shall be required to work for four (4) hours a day for a maximum of ten (10) days and will be paid wages equivalent to 100% of the prevailing highest minimum wage in the region. The payment of wages shall be through money remittance service providers or direct cash pay-out.
Nature of Work
The nature of work under the TUPAD Program shall be the disinfection or sanitation of their houses/dwellings and immediate vicinity of their houses.
Package of Assistance
The package of benefits which shall be provided to the TUPAD beneficiaries includes:
- Payment of wages equivalent to 100% of the prevailing highest minimum wage in the region.
- Enrolment to group micro-insurance.
- Conduct of Basic Orientation on Safety and Health thru dissemination of brochures.
The DOLE Regional Offices are advised to provide cleaning solutions and ensure that the TUPAD beneficiaries are properly advised to regularly and thoroughly wash their hands using soap and water or alcohol-based sanitizers.
